Egypten tog kraftigt avst\u00e5nd fr\u00e5n det \u201cinte existerade\u201d f\u00f6rslaget och h\u00e4vade att Egypten aldrig st\u00f6ttat det och att det givetvis var fel att man angavs som signat\u00e4r till det. That was submitted &#8212; that was circulated back last Saturday.<br \/>\nThis document has spread unofficially and we notice that it contains the name of Egypt among its proponents. <strong>Egypt would like to reiterate that we never supported this document.<\/strong> We believe that the ITRs are and should continue to be a high level Treaty discussing high level principles. The ITRs must be updated to fit our current times. We hereby confirm that Egypt&#8217;s position remains as follows. <strong>(Egypt) has always supported and will continue to support the concepts of free Internet<\/strong> and has exerted all efforts to develop the Internet and its widespread among its citizens. <strong>Content Regulation and censorship are not within the (scope of?) ITRs<\/strong>. <strong>The ITRs shall not prevent States or relevant stakeholders of (agreeing?) Man kom inte fram till ett gemensamt avg\u00f6rande, vilket inte f\u00f6rv\u00e5nar mig.<\/p>\n<p>&#8211; M\u00e4nskliga r\u00e4ttigheter, jag spekulerade i min f\u00f6rra blogtext om Sveriges st\u00f6d f\u00f6r m\u00e4nskliga r\u00e4ttigheter, \u00e4ven ang frihet p\u00e5 Internet, skulle sl\u00e5 igenom i det vi g\u00f6r i ITU. Jag visste d\u00e5 inte (skrev det p\u00e5 flyget ner till Dubai) hur det skulle bli. Har inte heller tagit upp det specifikt med v\u00e5r delegation, man \u00e4r ju redan v\u00e4l medveten om Sveriges h\u00e5llning. \u00c4ven om ITU med sitt ITR \u00e4r mer \u201ctekniskt\u201d s\u00e5 har det uppst\u00e5tt ett motiv till att \u00e4nd\u00e5 ha en \u00f6veridande \u201cf\u00f6rtext\u201d till ITR som klarg\u00f6r att man inte i internationell telekommunikation skall f\u00f6rhindra s\u00e5dant som st\u00e5r i strid med m\u00e4nskliga r\u00e4ttigheter enligt FN: \u201c<a href=\"http:\/\/www.un.org\/en\/documents\/udhr\/index.shtml\">Declaration of Human Rights\u201d<\/a> som bland annat s\u00e4ger att <a href=\"http:\/\/www.government.se\/sb\/d\/16343\/a\/196534\">dessa r\u00e4ttigheter ocks\u00e5 g\u00e4ller p\u00e5 Internet.<\/a><\/p>\n<p>Saxat fr\u00e5n Sveriges inl\u00e4gg i plenarm\u00f6tet i g\u00e5r kv\u00e4ll:<\/p>\n<p>\u201cThank you Mr. Chairman,<br \/>\nSweden has come to this conference in the spirit of compromise and is ready to continue engage in constructive negotiations. However there are some areas in which we are not prepared to compromise, the universal human rights is one of them.<\/p>\n<p>We welcome the broad consensus reached last Tuesday on not including content in the ITR as well as the strong support from across the room for the freedom of expression and human rights, which you also can see in document 44 \u2013 with support from many of the regions around the world.<\/p>\n<p>The ITR is a technical treaty and should stay that way. The scope of the ITR should not be expanded and internet should not be included.<\/p>\n<p>However we recognize that even a technical treaty may have human rights implications.<\/p>\n<p>We are also concerned that some of the proposals tabled at this conference may have unintended consequences for the member states on human rights obligations. Some of these proposals may be based on a genuine and legitimate concern however Sweden believes that there are other organizations, documents and forums that better deal with these issues.<\/p>\n<p>To highlight the consensus of the importance of human rights we would like to introduce a general reference to the human rights in the ITR preamble emphasizing that member states shall take their human rights obligations into account while implementing these regulations.<br \/>\nFurther more, as you know from other forum, Sweden is supporting openness and transparency and we believe that there is an need to ensure that any debate on these issues \u2013 human rights, internet freedom of expression \u2013 are carried out in an open forum with the public and media present.<br \/>\nWe reluctantly go along with your idea to have consultations tonight on some of the issues but any detailed discussions have to be made in public, in order to support transparency and openness.<br \/>\nThank you.\u201d<\/p>\n<p>Det k\u00e4nns bra att vara svensk just nu!
